"Hacksaw" Jim Duggan. Even in the UWF he never made it to the world title as he was beat in the finals. Duggan went onto the WWF and he was super over, even after the whole Iron Sheik fiasco. Duggan never won any gold. The token run as the "King" really didn't do him any favors. He didn't job all too often and had his fair shares of wins. The best he ever did was the first Royal Rumble win. All in all, I'm surprised he never had, at least, a thrown together tag title run. The thing with Duggan in Mid South/UWF is he didn't need a belt. He was over as fuck. Adding a belt to him wouldn't make him more over.

Hell, this reminds me...what about Public Enemy? One of my first memories of Monday Nitro was PE sending someone through two tables, which was cutting-edge at the time...and they could've been a proto-Dudleys in WWF if they weren't marked for failure by the higher-ups...you could've done worse in both WWF and WCW for a new tag team than Rocco Rock and Johnny Grunge.

He worked for Vince and he worked for Crockett and I know he also worked for Gagne... I don't recall him ever working for Watts.

The Big Boss Man.......aside from a few hardcore title wins in his last WWE run and a brief tag team championship with Ken Shamrock, he never won any other titles in the WWE, yet he was always in title matches or other upper midcard feuds. He was always cheered and liked by the fans throughout his whole career as I recall. I didn't watch much WCW in those days so I can't speak for his time there, but I dont believe he was as over as he was in the WWE.
Another person I would add to the list would be Marty Jannetty....aside from his IC title win and the non-televised tag title win, he never won anything but always seemed to be a fan favorite. Too bad his addictions held him back. I always thought he was an awesome wrestler.
