The problem was that the idea itself was preposterous. The Undertaker (especially Devil Worship Taker '99) shouldn't have been taking orders from ANYBODY. Jake, DiBiase, Foley ... as interesting as the initial surprise would have been, it would have been totally illogical to have any of those guys holding any power over Taker, given his histories with each of them. Vince made no sense, either, after all the nasty history he had with Taker the year before. It was already silly enough that Taker was realigned with Paul Bearer after two years of constant feuding.
I think the Higher Power was just a case of them teasing something before they really knew what the answer was going to be, and then realizing none of the answers was good. See: Rockabilly.

The higher power had some potential, they flushed it all away when they revealed it was Vince.

Why in the hell would Foley be the Higher Power? Undertaker taking orders from a man that he beat 1000 times?
Anyway, well the storyline might've seemed convulted looking back, it was rather intriguing up until the reveal. Alot of twists and turns is what kept viewers interested, something the product is missing today.

Rumor has it that McMahon was in constant contact with sting, trying to get him over to WWF at the time, and rumor has it that he was planned to be the Higher Power, but shit didn't go well and McMahon prolly was just like "Well fuck it! Put me as the Higher Power!"

Didnt he end up being WCWs version of Vampiros higher power before the angle got dropped for being too satanic or somthing?

I really liked most of the angle (what I still remember of it). I remember the reveal and I remember thinking "What the hell?... This makes almost no sense! It's not even good!"... Of course I was 11 or so when they did it so that should tell you something.

I would have prefered the twist that that one Rewriting The Book story had about Jake Roberts being the higher power. Agreed. Although Taker had already beaten Jake before, it still would've come off as believable given Jake's history as being a master manipulator. And it would've kicked four times as much ass if Jake had the same cold, calm, chilling demeanor as written in the 'What If'.

Like others, I just never got the concept of the Undertaker answering to any higher power.
Anyone outside of Austin, Sting, Hogan or Savage at that time would've been a massive letdown given Takers stature. Since he was feuding with Austin and everyone else that could pull it off was wasting away in WCW, this whole plot twist was a trip into no-mans land.

I hated it simply because of what could have happened, that didn't. Vince not being the Higher Power could have led to some interesting developments where Vince comes to realize that he needs Austin, because while Austin was rebellious, he wasn't a sick son of a bitch like Taker was.
Also, that could have led to the Austin heel turn at Wrestlemania X-7 make more sense continuity wise.
